That depends on whose luggage rack seal you're installing. Mine can be
installed without removing/loosening the luggage rack at all. You can
carefully slip it under the lip, using a non-sharp object to push it
through. However, other vendors sell poptop seal as a luggage rack seal, so
the insulation bulb (intended for the poptop) makes the seal too thick to go
on without removing the luggage rack first. If you are using a bulbed seal,
be sure to notch it at a couple of points on the sides to allow rainwater to
drain into the rain gutter, as otherwise the bulb may trap water between
your luggage rack and your roof.
