Hi Lyle,

Does the surging occur at idle or partial throttle?

If at Idle it's a problem with the idle stabilizer circuit. Possibly a mechanical adjustment is required, or it might be a loose or broken wire.

If at partial throttle, it's "Vanagon Syndrome", a fault inside the AFM. This can be remedied by replacing the AFM or by installing a patch, see www.vanagon.com for more info.
