Before going to the trouble of swapping out the booster, try the "spare" booster. Put a "T" in a vaccuum line, and attatch it to the booster, outside of the vehicle, unmounted. Then, with vaccuum applied, actuate it. If your spare hisses, it is probably a normal thing. If it doesn't, you need to swap.

There is a port near the center of the booster that is supposed to be kept clear, to allow air movement in the normal pressure section of the booster. If that port has become blocked or restricted, the noise may result. Find the foam filter in the center of the booster, near the master cylinder. It should be clean and dry. (Right! Like that is going to be the case after 20-some years...)
