What year van is it? All years have 4 fuses for the headlights.

If 80-85, fuses 5 and 6 are for the high-beams. With the key on and the headlights on and fully connected, measure the voltage at the top and bottom of both of these fuses. You should have 12 volts or so at all 4 of these points when the high-beams are on. Do you?

If 86-91, fuses 9 and 10 are for the high-beams. These are a bit trickier to measure in place. If the fuses have tiny holes in the plastic at each end you can stick a pin in the holes to touch metal so you can measure the voltage. If no tiny holes, just swap the 2 fuses and see what happens. If still no solution, get a couple of new 10 amp fuses with tiny holes so you can measure.
