It should be able to do that.

The pump, of course, must be submerged in order to pump water.

Nope, just a submersible pump.

Shouldn't be necessary. I have noticed (small sample size here) that the pump is more likely to fail if it has sat around dry for a long time. Mine would sieze up and I would have to pull it and work it a bit if it sat for several months in a dry tank. Now I leave some water in the tank and only drain & clean when I will soon be refilling it.

Is your pump running... or just humming? Quite a different sound with the latter possibly indicating a seized impeller.
