The bumpers that I have build have the tubing running parallel to the frame of the vehicle. I use some thick L bracket to go between the tube and the frame and then weld on another strip to make the L look more like an T - on the frame there are holes and I make the holes in the T section meet up with the holes in the frame - I also just drill new holes in the frame so that I can get 8 M8 bolts on each frame.
