Leave everything hooked up. Measure from the lamp to ground -- if you get 12v then your problem is between the two voltmeter probes. If you get practically nothing, then the problem is between the probe that's near the lamp, and the battery (and in practice, of course, it has to be in that part of the circuit that's split from left to right.

Whichever side it is, measure again from one end to the middle to locate the fault one side or the other, and continue until you've isolated it down to the specific connection or switch or whatever.

In an open-circuit fault like this, the voltage that should be applied across the load will always appear at the fault location instead.
