A bad connection at the sensor socket or a bad ground can have the same effect. Temp 2 sensor though would be my first stop also.

All I can say is this...I have a 1.9, did the same thing. A reputable and I use the term loosely, VW repair shop had mine for 4 months and could never figure it out. They screwed up everything trying to figure it out. Fuel pump, computer, ignition module, the works. Everything but the actual cause, which I eventually figured out for myself. Turns out, if the temp2 sensor/switch fails, it tells the computer when hot that is is actually cold. The fuel enrichment takes place and essentially floods the engine. If you wait an hour or so, depending upon your environment, the engine is actually cold enough for the faulty sensor to be effective.

Now, be aware this is my experience and from what I can tell, others as well. This is my 2 cents worth. O'Reilly's and Autozone carry the sensor, just make sure they get the temp 2, not the h20 sensor.
