Some shocks do come with them but they are crappy.  Many times you will
install the shocks and they will make noises going over bumps because the
pieces that come with the shocks are too thin.  The OE ones are thicker.

if you are talking about the washerplate and doughnut bushing directly unter
the lock washer and cap, the KYB's i just got at busdept($29) included
them...
