Swap your gas gauge (in the instrument cluster) for another one. That took care of my problem. The easiest thing to do, if you find a whole cluster, is to pull your speedometer by removing the four screws and swap it into the replacement. That way your odometer will be right and it just takes a minute or two do do the swap. Changing out the gas gauge looks to be a good bit more complex, but I can't say that I've done it.

"I long ago lost a hound, a bay horse, and a turtle dove, and am still on their trail. Many are the travelers I have spoken to concerning them, describing their tracks and what calls they answered to. I have met one or two who had heard the hound, and the tramp of the horse, and even seen the dove disappear behind a cloud, and they seemed as anxious to recover them as if they had lost them themselves." - henry thoreau
