Normal.

Though the fuel outlet tube on the tank looks to be fairly low, inside
the tank it rises in an arch as it heads for the real pickup point low
in the center of the tank. Unless a siphon effect is seen, fuel won't
come out just because the level is above the outlet tube level. This is
one reason why people who run out of gas sometimes have trouble getting
running again unless they fill the tank way up. Just putting in a gallon
is not enough if it was run dry since the pump can have trouble getting
the flow going if the pump itself is dry.
