I had a problem getting it out in my first 1.9. The torque specs are something like 300 ft/lbs. I made a fixture that was a long piece of steel with 2 pins to go into the pulley and hold it firmly wedged aggainst the garage floor. I used a 3/4 breaker bar and socket with a cheater pipe and got it out. I had to work on that engine several times, and this procedure always worked. The Bentley manual shows the VW tool to hold the pulley, and I just fashioned a similar thing. I can't imagine breaking that bolt.
