Argh.... Sounds like they left it sitting too long with the parking brake engaged and it might have locked up the rear brakes.... I'd tell them the state of the brakes before they got it and ask them to return them to the state they were in when they got them...they may only need to be broken loose, but I would figure that they, being an auto shop, would be able to figure that out...
