I don't know about new tanks, but the stock tanks on my '88 & '90 have the filler hole centered on the hole in the frame. If yours is not, maybe the filler tube is hitting the opening, which would put pressure on it causing it to leak at the tank seal. I still have to deal with the leak on my '88, but will probably put the old seal back in.

BTW, I can appreciate your woes. After doing all the work on all the other seals and lines, I discovered I may have a leak at the filler cap itself. Sometimes these things seem like a never ending story....
