It's not illegal if you import it legally. :-)

From Canada, it's not that hard to import a vehicle younger than 25 yrs old because the models were so similar to the USA versions. However, it depends on the compliance letter you get from VW and there are listed exceptions that restrict certain models and model years.

This was my experience importing a 78 bus about 4 years ago:
