The construction method reminds me of a delta wing "Semi-dry" one man submarine I built back in the '60s. It was powered by 2 Sears trolling motors mounted at the ends of the bow planes which were driven by two 12 volt car batteries in a watertight enclosure. The body and "Wings" were marine plywood covered with fiberglass and it performed quite well in salt water.

That hi-top is doable.
