What bolts are you talking about? I swapped the alloys from an '88 Westy with the stock steel wheels from a '90 Westy. The tires also got swapped, so the Michelin XC-LT4's went on the alloys and stayed on the '90, the POS Big O Legacy TMR 205/70R14's (no reinforced sidewall) went on the steel wheels and on to the '88. The '88 has what feels like an occasional wobble, but seems to go away when the tires warm up. What causes depressions on the sidewall, parallel to the radius of the tire?
