My passenger side mirror is starting to exhibit the same problem. I
think your idea about using an o-ring is a good one. I think I will try
that instead.

Yes, when you add the washer the mirror is still adjustable. I remember
it feeling like the perfect amount of drag or tension, but I have only
adjusted it the once, after the modification. It has remained in the
same place since. Just in case you're wondering, externally the mirror
looks unchanged.
