Yeah, that's about how it seems to work. That being said, I've used PayPal for YEARS without incident (primarily for ebay), but that may be because I have a policy of never buying anything by PayPal if I can't afford to just write off either the money or the item. I think my limit is around $400, beyond which I become uncomfortable and will only buy if I can pay by postal money order. The beauty of postal money orders is that it opens the door for an additional government agency (the scary one, with better resources and wider jurisdiction!) to investigate in case of fraud.
