There is an adjustment , of sorts on the rack. It is used to vary the pressure of the contact between the rack gear and pinion gear. Was this too tight? It has a spring, between the device that presses on the gears and the cover plate. This allows the gear mesh to "float" with various conditions the rack experiences.I think it is called preload adjustment. I took one apart,once, and the device that presses on the gears was frozen solid from any movement.Bad corrosion.I think this washer like device has a hole in the middle.I inserted a sheet metal screw in the hole,and used a claw hammer to extract it.
