Well they sure are supposed to work that way. When the high beams are on all 4 bulbs should always be lit. The main outer bulbs are dual filament Hi/Lo. The inners bulbs are single, Hi only.

Page 97.130 shows the 88 wiring for the headlights. You can see that on both sides pin 56a of each side's pair is wired directly together and on the same fuse.
