I suspect it is Bosch who is responsible. Other vehicles from the same era such as 83+ BMW use a separate ICU in their Bosch FI systems. I wonder if it was simply a concern for anticipated high failure rates that made them put that function in a cheaper to replace package rather than bundling it into the already expensive to replace ECU.
