Mordo, this problem can be caused by a number of things some of which have been mentioned by other postings. You must first find out if it's a me chanical issue or a fuel injection operational issue. Removing the cable from the throttle body and checking the cable and throttle body operation for free unrestricted movement would be the first thing to do. After that I would go looking at the setting of the throttle body idle control switch, the operation of the ICV (idle control valve) and the ICU (idle control unit). Any and or all of these items could be causing this situation. Now, if you find that the throttle body is hanging up due to the valve having worn a groove in the throat, a very common occurrence, I can offer you a rebuilt throttle body that has been completely rebuilt and will not wear that groove in the throat ever again. From my _Vanagon Used Parts_ (http://members.aol.com/Fkc43/usedpts.htm) webpage - Throttle body 1.9 or 2.1, rebuilt, excellent better that new condition - $250.00 exchange or $300.00 CND. I do not currently have any 1.9's in stock so would need yours to rebuild.
