I always thought of it as turning the wheels 'toward the curb' regardless of which way you had to turn the steering wheel to do it- you're either turning the rear of the inner/curb-side wheel toward the curb (facing uphill) or turning the front of that wheel toward the curb if facing downhill. I suppose if you just said 'wheel', it would help to specify which wheel which way (steering wheel, as opposed to a front wheel, etc)... in case you were talking to somebody that wasn't bright enough to figure it out. However, facing uphill I think it'll work either way, really. It's downhill that's the problem. Where there's a wheel, there's a way, right?
