There is a hole on the bottom of the latch. Inside that hole is a slotted screw which needs to be removed. The angle is such that a regular screwdriver won't work. I used a 1/4" screwdriver insert bit (like this: http://www.screwfix.com/sfd/i/cat/70/p1671070_m.jpg ), held in place by hand, and turned it with a pair of pliers. After you get it loose, you may be able to turn the bit by hand. The whole screw has to come out, then the moving part of the latch will come off. There are a couple of phillips head screws holding the remaining two pieces to the glass. I took mine apart, cleaned the glass, and used Lexel ( http://www.sashcosealants.com/home_improvement/products/lexel.shtml ) sealant to seal/glue the outside piece to the window. I also used a bit of synthetic grease to lubricate the sliding parts. It's a 1/2 hour project to do both sides.
