I have my HS internet and TV through Verizon FIOS (Fiber Optic). Prior
to getting FIOS,  Verizon provided me with phone service by wire. My
Vonage service has been good (so far anyway). In my case the "cable
company" is the phone company.

I believe that Vonage is acknowledging that power outages are likely
and will interrupt service and thus the need to reroute calls to other
phone lines. I wouldn't have switched over to Vonage or any other
internet phone scheme without a cell phone as my backup.
