When it comes to a Vanagon, yes. A newer version will no longer list the part numbers of discontinued parts. On the other hand it will include superseded parts, giving the most recent part number of any given part. If you have a newer VW, where parts are still being superseded regularly, it may be very useful to have the lastest version. However, on a Vanagon few parts are still being updated/superseded, and many are being discontinued. Therefore a newer version may be actually less informative than an older one, as the only significant difference is that it will no longer show the part numbers of factory-deleted parts (some of which may still be available aftermarket or N.O.S.).
