Did you actually measure the propane system pressure coming from the regulator? Until you do so you are just messing around. Set the pressure to between 10.5 and 11" of water. Make sure the system pressure is good even when the stove burners are on. Once the pressure is known to be right you can proceed to fixing the fridge if needed.
