As long as the shoes have lining on them that is in good shape and are adjusted properly, then they shouldn't be the cause of the problem. It sounds like that at the very least, you shoes are pretty close to drums.

BTW, make sure you slacken off handbrake before you adjust shoes. Adjust handbrake after that.
