Why be surprised that 5 people in a tow truck was a no go? That would be a violation in most jurisdictions unless there were enough seat belts and properly attached child safety seats. The driver has a license and insurance to protect. AAA vehicle tow coverage is not passenger shuttle bus coverage.

Most tow trucks are owner operated and they merely have a service agreement with AAA. The owner has some discretion and I have never had them refuse to take 2 adults as well as the vehicle. While AAA may require that the contractor take the vehicle and driver I doubt they prohibit taking additional passengers if the tow truck can safely and legally do so.
