The ones on the left are for water tank level only and the ones on the right are for battery voltage only.

The water tank level ones can be a problem because with that version of the panel the water pump is disabled when the lower of the 2 red leds is on. If the tank level system is not working, you may have trouble getting water to come out even when there is plenty in the tank. This "feature" was dropped in about 82, at the same time that the fridge lit indicator was moved from inside the fridge to the led panel instead. There it replaced the bottom of the 2 reds with a green for the fridge pilot.

The battery charge indicator leds can vary so much from van to van that exact meanings are lost. Originally there were specific voltage levels that triggered the different leds but with 25 year old wiring there is a lot of variation. With proper measuring equipment you can generally verify or restore the original workings of the battery leds by cleaning and adjusting. Adding a fresh ground wire to the led panel can make a big difference as well.
