Does anyone remember the " Vovodsky Cyberlight brakelight" it was marketed in the late 70's ->80's and was a third brake light which would flash to the degree of deacceleration of the vehicle. Hard braking = fast flashing, slight braking = slow flashing. I don't think blinking brake lights are illegal, there are a number of aftermarket units sold for motorcycles to flash the brakelights on braking.
