The antifreeze solution can freeze if it is too strong or too weak. Yes, pure antifreeze can freeze. Well, not quite freeze but turn into a slushy mess. The slush will usually keep things from breaking from ice expansion but it will not flow. Antifreeze must never be more than 70/30. 50/50 is good to about -34F.
