Hi Ben --- is she sure the fan is working? Here's a link to send her about how to check http://www.vanagain.com/How2fan.htm --- I had a similar problem last year and I'm ashamed to say it was a bad thermostat --- I thought the thermostat was opening but I was wrong --- and this was when I knew the rad was only a year old so it was good. The thermostat is cheap -- might be worth changing. But then she's got the problem of having the coolant system correctly bled --- which could be her problem anyway if a mechanic unfamiliar with the Vanagon has been messing with the coolant system.
