The kit you're refering to is for an air cooled Beetle or Karmann Ghia or Bus. There are a few aftermarket kits around, an original Hazet Kit is worth a fair bit of money to the right guy (or gal). It looks like it's packed in an old style VW hub cap. Quite nice.
