Mellow Yellow's pump is happy to run with the water tank empty. I don't
think there is any communication between the water level lamp circuit
and the pump power circuit. So if your pump doesn't make noise when you
turn on the power (faucet) then it is indeed time for your trusty
volt-o-meter.
