I think they bounce because they are out of round or out of balance, not sure the best way to phrase that. I bet the most common way they get out of balance is to disconnect it temporarily and let it spin and wobble at high speed. After trying to lube it, and looking to see if there were any apparent problems, a new speedo cable fixed mine. Not sure if it is valid, but I take a wobbling speedo needle to mean the miles may be understated.
