Cable? What year van is it?

Does it shift normally with the engine off?

When he puts it into gear with the engine off, then depresses the clutch pedal and tries to start it, does the van try to move as though he didn't depress the clutch?

If a hydraulic clutch, has he checked the fluid level in the brake master cylinder reservoir? (that reservoir supplies fluid for both brake and clutch and, if low, affects the clutch first)
