Fuel pressure check will have to wait til I get a gauge.

Disconnected the 02, still had the surging condition.

Re: above 3000 rpm, I can't the engine revved above 3000 while in gear. Out of gear, it will rev freely. This seems like a clue.

I have an emissions inspection due Wednesday and this condition puts a kink in that process.
