I had the same problem after installing the one-piece cable from GoWesty. I pulled the instrument cluster and found that the previously repaired lower tabs on the speedo head had failed, allowing the head to wobble. There is always tension in the speedo cable (when it turns), and if the speedo head can move at all it'll cause the bouncing. When I repaired the tabs, no more wobbling, jumping, or the occaisonal screeching.
