I've noticed a lot of difference state-to-state, as well. I give Arizona the blue ribbon for best free, easily found, no-hassle camping. Had a lot of trouble in northern New Mexico recently finding a spot not to be hassled. Was made to move about 2am on the back side of the Sandias one time.

I was actually woken up by a cop in a park Tombstone, AZ (where I was full-timing in the van while working) saying "Mr. Kennedy?" - guess he'd already ran the plates. Told me I couldn't camp there, but I didn't need to leave - could stay the rest of the night. Never had that happen before or since!
