Good question. If we want to keep out the bums and lowlifes, but let those who are "choosing an alternative, low consumerist lifestyle," we'd need a test. I reckon the great state o' California selected the willingness and ability to pay to stay in places where they have placed toilets and trash cans so the rest of the place doesn't turn into a big dump as the test.

Besides, I bet that 99% of folks that most of us would consider bums would describe themselves as someone who has chosen "an alternative, low consumerist lifestyle."
