Try CIP1.com for a carb kit, fits early vanagon models not late models, for later models one needs to get a REAL euorpean air intake manifold and a Weber DFAV/DFEV carb works great on my 91 syncro westy. Bes ure to get a JET kit (variety of carb jets). The carb set-up may burn out the Cat-converter, but after that, there will be no real performance differences, actually, maybe more immediate power when you goose it. Getting a carb set-up oast emmeisions tests, will mostlikely be difficult. There are MANY engines around as folks switch over the Zetec and Subaru engies, you may be able to pick up a use FI kit for not much money. You can search the archives (year by year) for my name, Stebbins and Carb, and you'll get all I have to say on the topic. m
