I'll vote for tank sealer, or possibly some other kind of snake oil that got poured in the tank. (Reduce emissions! Increase mileage! Whiten teeth! Get noticed by the ladies!) I've dealt with tanks and carbs that have sat for a long time, and in those cases the gas seems to go straight from liquid to a very solid goop - it doesn't seem to go through a "wax" or "syrup" stage. There are various sealers designed to help a rusty fuel tank; a couple of them that I've seen (before application) have a milky white appearance. Add in a couple of years of gasoline and you'd probably get that yellow-ish stuff you have. You mentioned that the PO had a new tank put in; maybe the shop put sealer in all their tanks as a standard thing.

You might cut open the fuel filter and experiment to see what kind of solvent gets rid of the waxy stuff. Then, run some of that solvent through the metal lines in your fuel system. You probably don't want it to come in contact with any rubber (including the o-rings at the injectors), but it should help remove any of this goo that made it past the filter.
