Check the model number on your ISCU. It shoud be 251 907 393D. The 251 907 393B had some problems.

I am not an expert but chances are the ISCU could be bad. The ISV should be humming when the ignition key is ON without the engine running.
You should try with a good ISCU.
Continuity means you should read some low ohms. Check the ohms between the leads on your ISV and it should be very low.
Check also the throttle switch. Contact should be close ( continiuty OK ) when the throttle is not depress and contact should open when you depress the throttle pedal (not fully depressed).

I'm trying to determine which is creating my high idle while in Park and Neutral: the ISV or the ISCU. I measured with my digital multimeter, but unfortunately I've lost my instructions for it, so I'm not sure what it is I'm reading. The Bentley says to check for continuity, but I'm not sure what that means either. Basically the van idles fine with the ISV disconnected, and it doesn't hum or vibrate when connected, so I'm fairly sure that its the culprit. However, I bought a "tested and in good working condition" used one from e-bay, and it hasn't solved my problem so I think it is bad, too, but the seller asked me to measure the voltage at the connector to determine that - and I'm not sure I trust him as much as I trust my old friends on the list. So can anyone on the list tell me what my readings mean?
DC : it fluctuates quickly between .599 and .722
KW : it fluctuates between .954 and 1.003
The ISCU looks like its okay - no signs of burnt wires or anything, but I'm obviously not an expert. I looked through the archives already and couldn't find much help, although I know this has been a constant topic.
