If it's the kind of valve I'm thinking of (i.e. your tank has a seperate bleed valve above and to right of fill valve) you should have no problem getting it filled.

My first trip down OR coast, I had zero problems getting tank filled.

Except for this one guy. He was a wierd grumpy old pirate. He got it done though!
