Northern Europe uses propane. Some countries also has propane vehicles (e.g.
Germany). Your suspicion about butane might be right
for France, as I've seen butane cylinders, regulators etc here, but not
yet found propane. Haven't needed it yet either. (but could use a new
pressure regulator)
