Volks, When the key is turned to the 'on' position and I put my ear near the fuel pump, I should hear something, yes?

Recently, my bus has been refusing to start after being parked outside overnight in the rain. The engine turns over, the ISV hums, but it doesn't catch until things dry off a bit outside. There's no water in the engine compartment, and the distributor is dry. No loose wires.

Usually, I can hear the fuel pump when the bus is idling (it's an old pump), but as I sat in the cab yesterday cursing my luck, I realized that I couldn't hear the pump with the key in the on position. Maybe it's given up the ghost?
