After examining a few old mirrors I found that the main reason the friction cup-and-ball joint fails is that the plastic in the rim of the cup gets small cracks. Now, tightening the bolt inside the mount won't help much as the clamping force is not put on the outside of the cup anymore.

A cheap solution to tigh(er) mirrors is to simply put a hose clamp around the joint. If you put the clamp high enough you will still have a little adjustment room. Need even more "tighten down" force? Then first wind a bit of aluminum tape around the joint, then put hose clamp on top of it.
