Can someone please explain the design/function of the 'upper bleed ring' (also, I think, refered to as 'T-Pipe'(??)).

I have read that '90/'91's are "self-bleeding" but haven't found a good explanation of how that works. It is via this upper bleed ring?

How/where does the air get out of the system?
